Also dont forget the fuel cells, reserch going ahead in leap and bounds, and should be a viable replacement for internal combustion engine in a couple of years, in regards to price. They also use Cobalt. Would need some hydrogen infrastructure. Most car manufacturer reserching in that direction also.
Countries in Europe starting to ban ICEs from 2030, (only new car sales) But the old ICEs no doubt wont play a major roll for long after that date.
Goverments also pushing harder to advance EV, always moving the reduced polution target dates forward. So expect alot more EV sales here before 2030.
And I suspect Cobalt prices will start to rise and make the cobalt plays in Australia more profitable in a couple of years, at latest.
