Therefore, a buoy that was able to access all depths, from the high energy surface, to the moderate and safer depths below, would have far better harvesting and survivability characteristics than any devices built so far.
Picture a buoy, that could float on the surface when conditions were mild to moderate and then when it got rough, sink below the surface to a depth where it was safe and the energy was optimal for generation.
In extreme conditions, the buoy could go even deeper until the threat passed.
