80% of stock is owned by top 20 shareholders. They were very clever floating and only gave the smallest allocation to those who applied for shares. They needed the 300 names to be able to float.
These guys are obviously very astute and clever, you can imagine the share price going higher.
Reminds me of NXS. Was trading at 1 dollar on the 17th 0f April 2019 and spiked up to 4.60 on the 19th of June 2019. Similar amount of shares on issue.

Would have been nice to have got some on the float.
