If you're asking whether anything affirmatively prohibits NVX from making an announcement, obviously the answer is no. They can say/do whatever for the most part.
potato5 has observed that the price has been flat for a while and wanted to know if an announcement is expected before the end of the year to which I responded that NVX has only stated a possible announcement in April. I also said maybe because it's the same announcement that was supposed to come in October but was pushed and there's a chance the announcement gets pushed again.
But maybe tonight they'll announce their partnership with Tesla. Anything is possible.
