Hard to say how much shortfall there might be.
Fore sure German Holders will cause a certain shortfall as there 2000 LLL is minimum order. Means you have to hold a bit under 21000 FFX to participate. And a lot of people have just small holdings. But I think in the bigger view that has not too much effect.
