it would be running, but someone is stepping up to block it each time. It is either a genuine seller (through a broker, who doesn't care about maximising the price just executing the order)... or it could be someone holding it down to keep building the position. Either way, it will run soon enough. What won't go down... must go up! Especially when it is way under capped.
