I think it's dumb luck more than a hard line or strict rules. It's only a week since thousands of people were let off a cruise ship into Sydney with 200 of them carrying the disease. We're imposing tough rules now, but it's a matter of good fortune they're coming in before a situation like Italy or Spain developed.
