I believe it is viable. Take a look at Mt Gibson Iron or Atlas Iron. They are trucking 70km to Tilley siding in the Midwest of Wa and then loading using front end loaders onto wagons. Atlas Iron are trucking 6mtpa 150km to Port Hedland and ramping up to 12-15mtpa. Yes the distance staggerring for AKM but if they can achieve a start up mentioned of in there planned scoping study (0.5-1Mtpa) then this would provide early cash flow which would be in place while they fund expansion and build the rail line. I doubt access to the railline would be an issue. I'd be interested to see the capacity of the Erdenet line/trans mongolia is, but the existing tonnages are quite low for both. Also correct me if I'm wrong but the grand plan for mongolia is to duplicate the existing trans-mongolian rail line.
