The number of people who have died so far is probably close to the Tiananmen Square Masacre - the chinese government don't give a hoot about how many have died when it is these low numbers. They are happy to slaughter when they think necessary.
What they are concerned about being able to control something. They can't control the virus at this point so they are running scared about losing face. That's the value of a drug - the chinese government can control the bio-security threat
