Firstly this is not a ramp.
Using the rules for holding back explanations to the SHs I have given one possibly reason.

Offering up incomplete results is one other but delays have reduced that reason to very low by now.The blunt comment about Management ineptitude is dangerously close to saying they are deliberately holding back which is way outside the rules.
Real alternatives are needed and soon, not ramps or deramps.
