Waterhouse bought a Put Option through Macquarie to sell his shares @ $1.09 - he's already sold down some at that price (check notices from 23/01/23 & 25/01/23)Because of this Macquarie were effectively Short BET, so every cent the share price went down they had to increase Shorts to cover their position with Waterhouse who they need give $1.09 per share. Share price can't improve until Waterhouse sells out his whole holding at $1.09 and he and Macquarie settle up
