    paulpommyrules ... you are wrong.
Please read the announcement on 31/7/06 tiltled "Oriel awarded online payment services contract with Sonopress and Microsoft China" In this company release it states "Microsoft has selected BilltoBill (a subsiduary of OCO) as its exclusive payment provider for China. BilltoBill will process local debit and credit cards and bank transfers from any bank in China as well as Visa and Mastercards."
The MOU you are talking about is between the Chinese department which handles software imports and Microsoft. And if you read further on the attached sheet titled "Background on Microsoft in China" you will see it has been in progress since 2002.
This services contract between OCO and Microsoft is only one of many contracts that OCO has signed with major companies. They include Sonopress a Manufacturer/distributor of CD/ DVD media and replication, Shanghai Ticketing Company, Shanghai Exhibition Centre, Singapore Airlines. In fact if you look through recent company releases you will find they are doing big business in Shanghai and as such have increased staff in China to accomodate for this growth in contracts.
I would expect many more to come and hopefully some good returns for the company in the near future. Look forward to seeing their next financials.
