Genocide and ethnic cleansing is a war crime, isn't it? The politics of applying laws from domestic to international laws are on a sliding scale of convenience or inconvenience, depending upon perspective.
During my time 18 is the age of consent or adulthood, and a lot more would be locked up. Lower it down to 14 or 12 and the "problem" goes away.
