    Wat I don't understand is... They knew they were drilling and they were planning to drill a lot early than what has eventuated. So why wasn't the BoP sent to wherever they are in China so much early?

    If they anticipated to drill earlier in the year.. why wasn't a bop secured ages ago??

    Did someone simply overlook it and forgot?
