    Fuel excise waiver is available to anyone who drivers their transport off road or off public roads. Miners build their own roads or use heavy equipment (ie not on roads) so it's available to them. This is because the fuel excise is designed to maintain and build public roads
    To pay the fuel excise would be like asking me to pay for the train fare when I took my bike
