I may have been vague. Re: govt's - you can't build a solar farm on remediated mining land in NSW without NSW govt consent. Once you have approval, then you're in business as the federal government, via the RET, requires electricity retailers to procure renewable energy, irrespective of the cost and they are entitled to pass that cost along to the final consumer

Government's nor taxpayers pay the bill. Electricity customers pay the bill. But you still need a tick from government to release the manna via rigged market outcomes

As for cattle? The federal government is saying, yeah! We can reduce methane emissions by 50% circa 2030

so from NHC point of view
- cattle. Methane tax
- solar energy. Production subsidies

NHC is just responding to the market signals
