just for arguments sake - but what if the government gave a 100% tax deduction for capital raised to drill holes into "deep hot rocks" - ok that would mean that the government would contribute about half the cost of the well (but everybody would be on a equal footing) - but the government would get a bit back from payroll tax, group tax , gst etc etc - .. however, it would be up to companies to lure investors (gamblers) with the best ideas - and those gamblers would get a tax break - a good story would have the punters having a bet
