Amazon faces net shipping fees of $7.2bn per annum.
Spending $100m per annul to save more than $100m in costs is not an illogical thing to do.
They could develop it, but they could probably allocate capital to get a better return elsewhere.
They could also buy the business once NA Williams and Yum are ticking over, these are contracts Amazon couldn't/ didnt sign on its own.
