Mate, you still don't understand how this works.
If they issued enough shares at 10c to eradicate all the debt, that means the MC would be above the value of the debt currently (if the shares remain trading at 10c).
If they could sell their billions of shares at 10c each, that would mean they get 100% of their lending/capital back. They would do that in a heartbeat. They would be happy with less.
