Looks like it. Seems that someone dumped 250 k shares, to clear the buy line at 24 cents.
250k shares is nothing to sneeze at and the fact that it was in one go, not a very subtle way to do it.

Although could easily be the case of someone selling out in the hope of buying back in cheaper. Seems weird that someone at the middle of the day, would sell that many shares on a whim. Or maybe another one of their stocks has become more appealing.

As long as it doesn't set a lower low, I believe it was 18.5 cents, still in an up trend. Although I will say, I wouldn't be surprised to see some panic set in. Could be an ugly close. I have no doubt that, if this is being manipulated that once they have their fill. The SP will go straight back up.
