Depends on what you think stagnant is? I've watched the price go from less than a cent 2 years ago to 5x that now. It does form holding patterns for periods as most shares that aren't "pump and dump" shares do.

If you look at all O&G they've lost ground from the $130 a barrel, blue chips like WPL included. the overall market sentiment is one of caution, I personally don't think that caution is warranted in the oil game as inflation will be passed on with oil producers - however a recession will probably soften demand short term. All macroeconomic factors that will work against ATS until results consistently improve (they will at sustained price levels over $100) and/or more wells are drilled through partnerships (the 10% working interests are a good signal albeit immaterial).
