This raises a couple of questions for me .

1. How many of these plants will actually get built ? Things are changing pretty quickly in the technology world .

2. I assume that most of these will be built for new capacity , not existing . By modernising the third world we will probably reduce a lot of other pollutions . E.g. Bejing smog . Overall that's probably a good thing .

3. Are there any getting built to replace old ones ? If so , they are probably twice as efficient so it's still an improvement .

4. The technology for cleaner coal power stations is still on the advance . Some of these proposed stations may use technologies such as DICE . Either way , we are reducing our carbon emissions overall on a per person basis which has got to be seen as progressive .

Just because we are going to continue to use coal doesn't mean it's necessarily a bad thing as long as we continue to improve on a per capita basis . I see it as a means to an end .
