No they're not just busy, they are over run to the point where they have run out of beds and are now having to resort to renting entire hotels to cope with the overflow. The doctors are nurses are being worked to death, and good luck if you have a heart attack or need cancer treatment or suffer a humble kidney stone with pain beyond the 10 scale. And then look at the ambulance system and the recent slew of folks dying before the ambo's have time to reach them because they too are "busy" .
