It's at the discretion of the company and the underwriter. Usually a straight scale-back. Sometimes the underwriter gives themselves a chunk first and allocates the rest. I even saw a "top down" allocation recently where the big shareholders got shares and small ones didn't.
No answer the earlier question. It's non-renounceable which means that you can't trade your entitlement. Use it or lose it.
Last comment - interesting price rise today? Is that the underwriter supporting the SP to encourage uptake in the last days?
