I think this is just very bad journalism. Both sides of the statement are possibly true. The POL will be granted and commissioning of plant, production etc occur AND the FULL license will be delayed, up to 2 years, which would mean approval after elections. This is how it was reported a couple of weeks back when the announcements from the AELB first came out. Then of course things get all mixed in together by "non-expert" journalists.
