every institution (as accessories to the fact)
sophisticated investors (with their "inside knowledge")
coy's with share placements at >10% below their current sp
the ASX (for turning a blind eye to what everyone sees
ASIC, for turning a blind eye until it "pointed out" to them
etc.
etc.
