I don't thinks this is fundamentals, or traders, and certainly not shorts. Sometimes someone who holds a fair few shares just wants to sell out, for reasons completely unrelated to the prospects of the company. Maybe they need to raise cash quickly.
In a thinly traded company like POD, it can be very difficult to sell that number of shares without hammering the SP. They need to dribble their shares out over time. The more they need to sell, the longer it takes.
Pretty strong indications this is happening here. They stack the buy side just below what their lower limit sale price, to encourage punters to think the price is ready to break up. They let the buy orders build up and then dump their shares. Initially their lower limit was 12c, now 11c. This will artificially hold the SP down until they are done.
If that is happening now, good time to buy!
