10m funds not factored in current share price

I am reading posts that suggest that the 10m funds is factored in the current share price. IMO it's not because:

1. When the shares jumped it was due to YMYC publicity.
2. The MC is still very low.
3. The share price of 0.005 was beyond ridiculous in the first place - even the biggest down rampers would agree with that.
4. The market knows better than to just assume it's a done deal.
5. Multiple comments on the main re- rate yet to come when the money is in the company bank account.

Sure there may be some tough conditions to the loan/funds but it is not yet in the bank and the share price still reflects that fact.
