That sounds like surface gasification of mined coal ... a sadly blinkered vision imo as it panders to the status quo of coal miners producing coal ... as an engineer, this irks me as unsound judgement where insufficient potential solutions have been considered.
The surface gasification unit for a decent sized power plant dwarfs the power plant in size and capital demand ... go figure.
