BND moved from about 18 to 24c or about 30% (later reversing the gain) on the 26 sep announcement to allow the EIS to proceed. I assume that this ann has less wow factor, as a positive result is expected but more credibility, as it provides BND concrete grounds to complete funding arrangements which should be the next impetus to drive the SP further.
