I suspect that you are correct. There is too many people sticky beaking around Sultana rd. I would imagine that HX is off in some other place building away inside a facility that it big enough to swing a cat, or a brick at least.

I don't think that there is anything in the rules saying that they can't do Build 0.1, 0.2 etc until they are happy to do Build 1. And perhaps after build 0.7 they can just say, you know what, that was Build1. As long as it was done inside 3 days. I don't see any rule saying that Build1 has to be declared ahead of time.
