Depends on what sort of deal they do with finance. What's the SP guess if Hebei puts up half and they raise the rest through debt/equity? It might sink like a stone if no deal soon or go through the roof on confirmation if the terms are favourable. I think the latter is unlikely in the current market but who knows?
