False analogy. RGI isn't looking for "actual deliverables", it's waiting on actual signatures on contracts. If the other parties won't sign, what do expect Mr Clode to try: forgery?
My personal view is that Roto Gro is unlikely to survive the virus. Whether it would have flourished in better circumstances is another question, but as things stand, the future is largely beyond the company's, and managements, control. We don't need to bring back Witch Trials.
