I think you may be out in your units. Tonnes mixed up with kgs.
The Collin class submarines have a total weight of about 3,300 tonnes.
In contrast a Nimitz class carrier is about 100K tonnes. I don't think BIS is going to be supplying millions of tonnes for the submarine program.
