Totally agree, they have had two years to ready themselves to make this happen and I would have thought the councils and authorities would fast track through all the red tape considering the delays already endured.
Time is money, especially when the tap has been left on for so long.
All this does is allow the green scaremongers like the ones we are seeing posting again.
