I don't know Eddie at all, but there is certainly a difference between "illegal" and "stupid". From my (admittedly limited) understanding of what went on at ABC, Eddie did some stupid things, that were not necessarily illegal.

The HIH bloke was clearly doing illegal things.

There is another distinction to be made between "illegal" and "immoral", which are also quite distinct concepts. However, bringing this up anywhere is likely to lead to a protracted discussion going nowhere.
