Exactly my point, these ministers who are in charge of these portfolios do not have a look at the bottlenecks in the system and talk to there managers about what is required to eliminate the problem. Is the fix money or is it method of operation.
It always amuses me that a Hospital has an EMERGENCY ward but as far as a patient is concerned when you get there there seems no emergency to get treatment, this is not a critique of the staff as they are flat out.
So the problem is a system approach or funding, maybe both. So the question is which health minister in what government will walk up to it.
