    Look at SDLs own assumptions.

    This isn't an issue about commercial understanding, its basic fact.

    And you have missed royalties, taxes (the tax holiday is applied for but not granted) and the carry.

    And the Government won't be paying back the capital. That is exactly the point of why a free carry is called "free".
