From my understanding cgt2009 it wasn't by years end, they first of all stated that it was by the fall of 2014, which is by September 2014, now that is only three and a bit months away, so if they want to submit for a license? then they would first of all have to have the agreement signed between GLE and the DoE one would think, in fact it would be mandatory, they wouldn't bother wasting any time in preparing a full submission for a license unless the agreement was bedded down first!
Something else worth considering is that Paducah will be a different plant to Wilmington, so the submission would not just be a cut and paste exercise, it will have to be prepared all over again right from the start, so it wouldn't be a simple or easy exercise.
