There is an excellent Wikipedia page listing (I assume pretty exhaustively) the power stations in India including planned power stations:

They are broken out by fuel type and capacities are given.

Hint: It is not a huge task to work through which plants most need remediation and which proposed or WIP plants could likely be built with an associated Coldry plant, and which are close to worked lignite deposits. An order of magnitude estimate of the mandated beneficiation volume falls out of that pretty readily. Apply your assumed share of beneficiation that will go to Coldry and you get an estimate of how many commercial scale Coldry plants might be needed in the next five years.

Apply a light sprinkling of Matmor retorts to those that are close to iron ore deposits for extra zest...
