Just checked out the annual report in a bit more detail, hadn't done the sums recently, but you're right $22 million for the company is absolutely crazy. They could issue another $10 million worth of script and the SP could still go up five fold on the revenue from one drill!!!

Looks like the usual fear is pushing this one down to silly levels. That said, the company is either naive or complicit to let it keep drifting, wouldn't take much from them to reassure the market. Or maybe they're not fussed enough to worry about where the SP is today. Twelve months and a couple of decent sized contracts would see us nearer to $1.40 than 14 cents!
