There are certainly mixed message from central UK government, although it seems clear that UK government do support the development of shale (in the right area and regulatory framework). But I see that it is the local government that is holding up many developments/industries in UK (not just shale). NUMBY are very strong in the UK and EU. Not much anyone can do about it IMO.
