    I do not know the definitive answer, but to be blunt the chances of any Asian govt parting with hard cash to non-Asian companies is close to nought.

    More likely would be that the companies participating would take 100% of earnings to repay costs until they are fully repaid, then after that share the profits accordingly.

    Put in cash - no way.
