maybe the odd few might try their luck - but just keep sending them straight back.  the minute that they are not returned, then the boats will start again.  png have made it clear that they are not really interested in having them - and settlement in nauru is not really an option - once they start arriving again, they will be on australian soil somewhere, and that makes it harder to send them home again.
