Thank you for you post I can understand your frustration.

Mitsubishi Board have approved the $14MIL USD loan.

Note in the 7 Oct announcement CNQ suggesting other funders (Not Exclusive) and in further announcements Mitsubishi are going to help CNQ secure further finding. (Clearly Mits would have been nervous with other funders in the mix)

I am confident Mits & CNQ have signed letters of intent documents giving Mits exclusive access to the stockpiles

Now CNQ have the money approved every lender would insist on due diligence in vendor selection and a bullet proof critical line path ensuring no cost and time overruns. This is not a bank requiring and arm and a leg as security. It’s Mitsubishi one of the worlds leading companies and a world leader in project funding & Management. They will be hands on. (Steering Committee etc)

CNQ is spending Mitsubishi’s money.
