Having a change of management doesn't necessarily inspire confidence - yet. Like Metalstorm the technology may be wonderful but until you sell it and make money, you have zip from the investor's point of view. This, as you point out, is the crux of the matter.
Until I have demonstrated confidence in the company I'm staying out.
It could be a good buy at this price for the risk tolerant.
