The issue is really a Carrot and the Stick. The new 15 minute Cities solve the problem by putting sticks that whack you everywhere.
If they used the carrot, as in build services and facilities that promote people staying within 15 minutes, it wouldn't need sticks.
But no, let's just use outdoor jail like checkpoint system that fine you for crossing a line to do work or live.
I'd be ok with a 15 minute city initiative that was about building services and REDUCING the need to drive your car outside the area. But any system that wants to barricade or fine people for driving outside the area should be bulldozed on sight.
