I do think that people need ' guidance ' when it comes to behavioral change.
E.g. using recycling bins etc as opposed to just chucking everything in landfill. The populace wouldn't have changed their habits voluntarily in that example.
However, I do agree that unless we set the standard by insisting new communities are designed with short commutes, better public transport etc, it's a bit rich to impose those rules on existing areas imo.
