As I said in smaller communities some sort of local community can work, but with Melbourne where most people would work outside their home area it is a different matter and Melbourne has been judged as one of the geographically largest cities of the world where just to go shopping at your choice of store will usually be over 15 minutes
Look at a map of Melbourne and it is app 10 000 km2 whereas Perth is only 1800 km2 a fraction of the size
I agree that Australia has been developed with the main cities far too large, they should have been capped
USA was developed along the rail tracks producing many viable cities but in Australia about 90% of people are in that narrow eastern bit between Sydney and Melb
But all governments have squashed decentralization and now we are stuck with it plus still importing millions of people to mainly squash into existing areas
Your 15 minute city will never work in Melb or Sydney the home to the majority of the population
