Where have you read this? From the announcement selecting GOM it clearly states:

"The commencement of the ComSpace contract to build the Equatorial constellation, and the financing of this and other major contracts will commence following the successful launch and operational testing of the 3 diamonds commercial demonstration satellites in early Q2 2017."

To me, this states they will raise money to pay for the 200 nanos. Profit share and no CR.. yea.. bullshit.
